Elsa Garcia was born Elsa Gutiérrez in Monterey, Mexico in the late 1950s. Her family immigrated to the United States around 1965 and settled in the Magnolia Park neighborhood of Houston, Texas. She graduated from Milby High School in 1972 and married Victor García the same year. She attended the University of Houston and worked as an accountant in banking before she left to work as a disk jockey.
